Justice Delayed in Municipal Courts

One of life’s great truisms is that life goes on. Circumstances change, friends move on, and that great little corner store or restaurant will eventually close down. And still life goes on, just as it always has before.

But for persons accused of a criminal act, the passage of time isn’t such a sanguine event. Every day that passes is an occasion for witnesses to forget what they might have seen, and for paperwork to build up inside a file.

People can’t always remember what they ate for breakfast in the morning, yet their memories are routinely relied on for gathering evidence in court proceedings. When it comes down to guilt or innocence, time is not on the side of the accused.…
